Avoiding Waste Over-Classification: Case Studies.

David Robinson, Civil & Environmental Consultants, Inc.

Floral A1

This presentation will provide guidance on common waste over-classification scenarios, and use real-world examples to demonstrate how waste generators can save time and money through proper classification. Because of the complexity of RCRA regulations, as well as the severe consequences associated with under-classification of industrial waste streams, many facilities (and consultants) will choose to over-classify their waste streams in order to protect themselves from incorrect interpretations. Industrial waste over-classification results in increased regulatory burdens, operational restrictions, and higher costs for generators, as well as consumption of limited hazardous waste disposal capacities at authorized facilities. The presentation will provide case studies for waste classification including U and P listed chemicals, Oil Water mixtures, use of TCLP vs total constituent analysis, and use of recycling exclusions in the context of the recently adopted RCRA rule changes in Texas.
