Turning Your Fugitives Program into a STAR

The RACT BACT LEAR standards for LDAR (fugitive emissions) have been consistently applied for a number of years. The Air Pollution Control District (APCD) for Louisville, Kentucky instituted a regulation named STAR (Strategic Toxics Air Reduction) several years ago which required very stringent risk analysis on fugitive emissions. Facilities were required to come up with creative solutions to comply since the current RACT BACT LEAR requirements were not successful in obtaining the risk standards. New solutions for shutdown components and rupture disks have been identified that have helped lower emissions by 2/3 and gain compliance with STAR. These requirements have been agreed on with APCD and will be rolled into Title V permits in 2018. The APCD has stated in writing that the facility will be the most stringently regulated facility in the United States for fugitive emissions.
