Air Permitting Developments: New Source Review Reform Update

Over the past year, the US EPA has issued several rules or guidance documents aimed at streamlining air permitting by reforming its New Source Review Program. This presentation will review these permit program main changes and provide an update on the latest developments. The presentation will cover: Enforceability and Use of Actual-to-Projected-Actual (ATPA) emissions EPAs Project Emissions Accounting Guidance (Project Netting) Multiple guidance documents reforming source aggregation and EPA rulemaking to reform project aggregation. These issues can impact whether the onerous federal PSD or NSR permitting is required. For each of these areas, this presentation will explain the previous/historic requirements and then explain, with examples, how the new guidance is different and how facilities can take advantage of the new flexibility. Attendees will learn how to get their permits faster and obtain permits with less burdensome requirements.
