Update on Federal and State PSM and RMP Revisions

In recent years, the Occupational Safety and Health Administration (OSHA) and U.S. Environmental Protection Agency (EPA) have issued proposed rules regarding the Process Safety Management (PSM) standard and risk management program (RMP). While the finalization of both rules is currently delayed, EPA is conducting a “reconsideration proceeding” on the RMP rule. Concurrently, California has implemented new PSM and accidental release prevention regulations (CalARP) that apply specifically to refineries. This session will review the status of federal rulemaking efforts, discuss “lessons learned” from California’s implementation of its refinery PSM and CalARP regulations, and assess potential implications for the regulated community.
