TCEQ’s air permitting mechanisms provide several options for authorizing new emission sources and changes at existing facilities. These permitting options contain various degrees of emission applicability, regulatory burden, application complexity, and approval time. This discussion will provide an overview of Texas preconstruction air authorization mechanisms, outline key differences, and discuss which authorization types are most appropriate for certain situations. The relationship with federal permitting applicability will also be addressed. The discussion will also include many of the hot button issues and potential pitfalls related to the different permitting options.
