Impact of Recent Reclassification of HGB and DFW Ozone Non-Attainment Areas on Air Permitting and Compliance for Existing and New Facilities

On September 23, 2019, USEPA's  reclassification of Houston-Galveston-Brazoria (HGB) and Dallas-Fort Worth (DFW) from moderate to serious non-attainment for 8-hour 2008 Ozone national ambient air quality standard (NAAQS) became effective.  This reclassification will have major impact on air permitting and compliance  of affected existing facilities and relocation of new facilities in all counties within these areas. Projects/facilities will now exceed 'major source' threshold at lower emission rates with consequent testing, inspection, reporting, and record keeping requirements. New facilities and modification to existing facilities also will  have to deal with netting analysis, emission offsets, and stringent control technologies at lower emission thresholds. Many facilities and projects are expected to be affected.  This presentation will take a deep dive into the new world of air permitting and compliance for facilities affected by this reclassification.
